JEFFERSON COUNTY SCHOOL BOARD SUPERINTENDENT SEARCH

LETTER TO EDITOR(S) ~ Who will rid us (Knoxville, TN) of this turbulent pest?

Dear Editor,

Isn't it strange that a TV Station in Knoxville, TN should contact Jeffco's R-1 School Board members individually last month to inquire if they were considering Knox County's unwanted School Superintendent for the open position here?

How can it be that our new, supposedly reformist, Board would entertain a man whose ill conceived actions and policies there have produced a veritable parental insurrection?

Could it be that the Board's present search firm, which originally placed Knoxville's bane, is seeking to score a double win by ridding Tenn. of a 'hot potato' and placing him here in a higher paying position for a princely commission?

Is Jeffco's Board so fixated on quickly filling a position that it is willing to accept mediocrity or worse?

Why did only three of the many executive search firms respond to Jeffco's RFP (request for proposal), who generated it, and what were its criteria?

Sincerely,

Russell W Haas

Analysis of Contract for McIntyre

The employment contract that Ray and Associates brought Knox County Schools for Dr. Jim McIntyre has a serious defect. It is a possible golden parachute severance package that in this case pays Dr. McIntyre almost $960,000 for the remaining four years left on his contract (see highlighted section of page 5 of PDF). This past January his contract was extended another two years. The loophole has been there from when he was hired.
Please read carefully Sections 15 A through E.
Dr. McIntyre has three ways he can leave Knox County Schools. First, the BOE by a 2/3 vote, meaning six members out of nine, vote to let him go. That is Section 15 B. He gets all the salary until the contract end. But only one year for paid benefits other than salary.
Second, the BOE by a 2/3 vote, votes to fire him for cause. His salary and benefits end on the effective date of termination.
Third, Dr. McIntyre gives 90 day notice and quits and he is entitled to only the salary and benefits accrued but unpaid as of the date of termination. With his very close relationship with this BOE, why would Dr. McIntyre choose this option? He doesn't have to. He can ask his close friends on the BOE to unilaterally terminate the contract, Section 15 B, so he gets to keep all the money. With this much money at stake, he could even kick some their way for the favor. It is a clear conflict.
Section 15 B should not exist.

Knoxville Teachers Call for Jim McIntyre's Ouster

This space explores issues in public education policy, and it advocates for a commitment to and a re-examination of the democratic purposes of schools. If there is some urgency in the message, it is due to the current reform efforts that are based on a radical re-invention of education, now spearheaded by a psychometric blitzkrieg of "metastasizing testing" aimed at dismantling a public education system that took almost 200 years to build. Auditor to look into Knox schools' alleged "slush fund" March 17, 2014

"I think people want to know how their money is being spent, where it is being spent and is it being spent on the proper things," said Knox County Commissioner Jeff Ownby, who spearheaded the initiative to get an audit. "The PPU account has basically turned into a slush fund."

Knox County Commissioner calls schools account a 'slush fund' Mar 17, 2014

The Knox County internal auditor will look into the use of the school district's physical plant upgrade (PPU) fund (around $15 million) after Commissioner Jeff Ownby claimed the money was not used properly.

"It's the taxpayers' money that's not being used properly," Ownby said.

Ownby outlined his concerns during Monday's commission workshop calling the PPU fund a "slush fund."

THE DELIBERATE DESTRUCTION OF EDUCATION IN TENNESSEE ~ More on Knox County Superintendent McIntyre

The Governor of TN, Bill Haslam, is pro-UN Agenda 21....

In 2008 then-Mayor Bill Haslam and the leftist Chamber of Commerce boys in Knoxville put their school board posse onto a jet to head up to Boston to fetch down a fresh Eli Broad-trained graduate to begin Knox County's transition to corporatized schools.

The Knoxville school board selected, by a 5-4 vote, Boston's James McIntyre as Superintendent of Knox County schools. This followed backroom machinations by Mayor Bill Haslam, who in 2010 bought his way to the Governor's Office in Nashville and has since become Bill Gates's and Eli Broad's chief edu-stooge among Southern governors. McIntyre's base salary is $222,800 per year plus countless perks.

By the way, the Bill and Melinda Gates Foundation is spending $1.1 million testing galvanic skin response bracelets to see if they can measure whether students find their teachers engaging. I wonder how long it will be before our Governor decides we need these bracelets on the students in Tennessee.

As if that isn't enough, U.S. Secretary of Education Arne Duncan and Gov. Bill Haslam participated in a forum on education reform in June of 2011. Knox County School Superintendent, James McIntyre, served as moderator of the panel discussion. Haslam pushed measures to change teacher tenure laws and to open the door for more charter schools in Tennessee.

The Gates Foundation, the Walton Family Foundation, and the Eli and Edyth Broad Foundation form a powerful trifecta. (SEE COMMON CORE) The combined net worth of the three families who operate these foundations is $152 billion. These three foundations have been able to steer the direction of education reform over the past decade, by strategically deploying their immense wealth in training school leaders, financing think-tank reports, and supporting “Astro Turf” advocacy groups, The Broad Foundation is the least wealthy of the three, but has still spent nearly $400 million on its mission of “transforming urban K-12 public education through better governance, management, labor relations and competition.”

Countless Eli Broad graduates who have become infamous superintendents of schools have all used a top-down dictatorial approach. Most have alienated parents. Many closed schools. A number had questionable audits on their watch. More than one had false or questionable data to support their reforms. All commanded large salaries with perks, while at the same time, slashing services for children and closing schools in the name of financial scarcity. A number of them avoided informing the elected school board of their plans or actively withheld information from them, effectively bypassing democracy. more TOP OF PAGE
